Steps to reproduce the problem:
1. Good question. Some time after reboot chrome stops responding to the scroll wheel.
2. When the Windows Menu is open Chrome windows scroll again.
3. Bizzare.

What is the expected behavior?
Move scroll wheel, scroll window.

What went wrong?
Doesn't scroll.

Did this work before? Yes Until a few minutes ago.

Chrome version: 52.0.2743.116  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 22.0 r0

I'm using an MX Revolution mouse. It also affects a wireless MS mouse and a wired MS mouse - so the issue isn't with the mouse itself.
