[people/user manager] 1x icons are used in avatar chooser on 2x screens

avatar icons are real blurry on hidpi screens because we're loading the low res icons

this probably affects the new user manager as well?

Status: Verified (was: Fixed)
Verified on ChromeOS 8872.18.0, 55.0.2883.20 samus that icons are not blurry.
