Steps to reproduce the problem:
1. Open chrome
2. Enable bookmark bar
3. Create new folder

What is the expected behavior?
Grey material design folder colors that match the rest of the UI / design language

What went wrong?
Chrome is displaying old pre-material elements even with material enabled within the flags

Did this work before? Yes Since december it worked continuously
