Coordinator presenting BVC should manage ActivityOverlayCoordinator

ActivityOverlayCoordinator is used to present an activity indicator overlay over the browser view. This coordinator should be managed by the coordinator used to present BrowserViewController, when implemented.

Currently, BVC owns and starts the activity overlay coordinator.  This responsibility should be shifted to the coordinator managing BVC...once we actually have a coordinator managing BVC.
