Sometimes a dumpAsText layout test is reported as missing pixel result

This is occurring recently.

For example, in
https://test-results.appspot.com/dashboards/flakiness_dashboard.html#tests=fast%2Frepaint%2Fobscured-background-no-repaint.html&testType=webkit_tests,
the flaky results are "MISSING PASS".

Reproduced this locally using --fully-parallel. It seems that sometimes the dumpAsText flag is not correctly set.

Such flakiness seems to no longer happen. Perhaps caused by  bug 620126 .
