Alt-tabbing through screens stops at full-screen screen. |

Issue descriptionChrome Version : 53.0.2785.55 OS Version: 8530.49.0 URLs (if applicable) : N/A Other browsers tested: N/A What steps will reproduce the problem? 1. Create several windows 2. Maximize one of them 3. Go to another window 4. Hold down alt and tab through windows What is the expected result? Changing windows should cycle through all of them What happens instead of that? It gets stuck on the maximized window until alt is released and re-pressed. Please provide any additional information below. Attach a screenshot if possible. F4 is actually Full Screen. Maximised would would be clicking on the square in the upper right hand corner.

I don't see how this is related to material design. This bug report pertains to the UI-less alt tab.

Yep, not related to MD or to the new UI. But it's still a bug with Alt+Tab that we should fix, especially since more people will likely start using it!

@estade I don't think this is a blocker for MD Alt+Tab but depending on progress would be great to fix before branch

I can't repro this in latest canary 54 on Samus with the #ash-enable-window-cycle-ui flag enabled, and I can repro it without the flag enabled. Looks like @estade's work solved the problem inadvertently. Assuming Full Screen is the same as Immersive Mode (the button to the left of Overview mode).
