Don't believe this should block 529938. Expected behavior is not clear reviewing: https://www.w3.org/TR/css-ui-3/#outline-offset FireFox renders a straight red line at top of screen. Recent Chrome dev build 54.0.2816.0 dev without rtree patch renders with part of what looks like a thick black rect visible top-left and then red border surrounding the body content region. RTree patch changes behavior in an arguably worse manner (all we see is one tile's worth of red border that would surround the body), but the case is quite obtuse. Moving to P3 as an edge case where paint behavior is non-optimal and warrants review for correctness/consistency.
