Devtools: Can not modify element style in the Styles pane

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2827.0 Safari/537.36

Steps to reproduce the problem:
1. Navigate to data:text/html,<div id="test" >test</div>
2. Open Devtools, Select div#test in Elements panel
3. Go to Console panel, evaluate document.getElementById('test').style.color='blue';
4. Go to Elements panel, edit div#test style

What is the expected behavior?
div#test style should be modified.

What went wrong?
Can not modify div#test style.

Chrome version: 54.0.2827.0  Channel: n/a
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 22.0 r0

What's the status of this?
Sorry for the long reply and thank you for the great bugreport. I cannot reproduce this on 56.0.2924.87 - do you still experience this?

Able to reproduce the issue on 58.0.3017.0 (Developer Build) (64-bit)

Able to reproduce the issue on Windows 7 using 60.0.3073.0 (Developer Build) (64-bit)
