Issue descriptionWhat steps will reproduce the problem? (1) Install "MaxDark New Theme (AERO)" (2) Under <chrome://flags/> set "Material Design in the browser's top Chrome" to "Material" (3) Relaunch and see tabs other than current tab. The text is invisible. What is the expected result? Background and foreground colour should never be same. What happens instead? Title text for inactive tabs is not visible due to same background and foreground colour. Please provide any additional information below. Attach a screenshot if possible. Version: 54.0.2825.0

Hmm. Seems the issue is that pre-MD, background tabs look blue, but in MD they're dark gray. Need to check into what the theme is doing to make sure this is "intentionally broken" instead of unintentionally so :P (In general, there are theme changes which will result in bustage in MD, which we're not going to "fix", because of the way detecting and working around these would work; but I don't want to leave things in that category that shouldn't be.)
