Upgrade ARM machines build3[23]-b3 to trusty

We do need these machines updated as well, because the builders running on them are failing with the new Dart executable.

The upgrade on these failed unfortunately, and we'll need to reinstall them from scratch. Just a heads up they will be down for a bit.

Sorry for the delay. Finally got a base trusty install to work on these. Current chromeos recovery images simply don't work with chrubuntu anymore. We had to dig up an ancient version and patch from there. Still need to configure/connect these up for buildbot. Working on that now.
