Issue descriptionChrome Version: 54.0.2826.0 (Official Build)58bed46055a79ffc0dc4210601d260e3b3e75dbc-refs/heads/master@{#411209} 32/64-bit. OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.10.5, 10.11.4). What steps will reproduce the problem? 1. Launch chrome, open 'DevTools' and go to 'Sources' section. 2. Hit 'Ctrl' + 'P' key from keyboard to open the overlay of file. 3. Now, press up arrow key from keyboard and observe. Unnecessary scroll from bottom to top is seen, even if scroll bar is already at top of file. It should not scroll when scroll bar is at top. This is a regression issue, broken in M-50 series, below is bisect info. This bug is tagged as regression.Which means that the bisects are incorrect or do not have an owner who is actively investigating. Requesting the reporter to triage and update the behavior in all the latest chrome channels and bisect if needed.Close as WontFix if not reproducible.

With response to comment #2: Retested the above issue on latest chrome channels, it's still reproducible. Again re-bisected this issue on different machine and found the same range as mentioned in the bug.

Thank you for the report! This behavior where the 'up' arrow goes to the bottom is now intended behavior. It also matches the behaviors seen in other editors.
