Svg Draw flickering happening in Chrome browser

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/52.0.2743.116 Safari/537.36

Steps to reproduce the problem:
1. Open following fiddle https://jsfiddle.net/2svxmgwu/1/
2. Try to drag and drop in yellow area from left top side to right bottom you will see barcode like flickering
3. 

What is the expected behavior?
The flickering should not happen while drawing the svg

What went wrong?
Flickering effect is visible while drawing the svg. Same was not replicating in Version 49.0.2623.110 m

Did this work before? Yes Version 49.0.2623.110 m

Chrome version: 52.0.2743.116  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 22.0 r0

Looks we have some data that would allow a bisect.

Able to reproduce the issue on Windows 7 using 52.0.2743.116, latest canary 54.0.2829.0.

This is regression issue broken in M-51.

Please find below bisect info:
Last good build:51.0.2695.0
First bad build:51.0.2696.0

Unable to find exact suspect from above CL.Could anyone from dev team look into this issue and assign it to an appropriate dev person.

From that range I would suspect d7512fd5a1b7a87b3808c5edf1bed88a55242819 (and probably just exposing something pre-existing).

Should be possible to verify by passing --disable-partial-raster as a command-line argument to 51.0.2696.0+

I cannot reproduce this on Win 10 / 54.0.2840.59 or Ubuntu / 54.0.2840.59.

I'm supposed to just draw a rectangle in green and see the "barcode" effect
right?

We did fix a very similar bug for these Chrome versions. I suspect your
bug is a duplicate. Could you please confirm whether it was fixed?
Yes, Checked in Version 54.0.2840.71m. The issue is fixed in the specified version.
