"Help & feedback" menu item doesn't let me submit feedback

What steps will reproduce the problem?
(1) Install Chrome Dev
(2) Go to Menu | Help & feedback
(3) Get directed to https://support.google.com/chrome/topic/6069782

What is the expected output?

A "Send feedback" option, that would collect some sort of debugging information automatically.

What do you see instead?

No feedback option.

Status: WontFix (was: Untriaged)
We rely on the internal google help and feedback tool to show our help these days.  If you have an out of date (and now since this bug is two years old....really out of date) version of Google Play Services, you will sometimes fallback to this option.  This will also happen if you don't have Google Play Services on the device at all.

This no longer repros, so I suspect this was just an issue when we were making this transition.
