Issue descriptionFor context, see: http://crrev.com/2155523002 and bug 625258 . We should document: - Where the CSV files come from (exported from a particular Google sheet) - Whether we expect the JSON file to be directly edited (it is the source of truth), or updated from elsewhere (it is not the source of truth). - Also, if we want the JSON file to be more human-readable, directories with missing entries should be avoided.
