Horizontal white lines appear in page with very large height on high density display

Issue description
Chrome Version : 52.0.2743.116 (Official Build) (64-bit) (OS X)
URLs (if applicable) : any (can replicate on about:blank)
Other browsers tested:
Add OK or FAIL, along with the version, after other browsers where you
have tested this issue:
Safari: OK
Firefox: OK
What steps will reproduce the problem?
I can only reproduce this by have the browser window on my main Retina display. If I move the browser window to an external monitor, I cannot replicate the issue.
(1) Open about:blank
(2) Edit the body tag, inserting an empty div. Change the style of the empty div to have a height of ten million pixels: height: 10000000px;
(3) Change the body background-color to something other than white, like #333.
(4) Open the console and input: window.scrollTo(0, 8388190)
What is the expected result?
Should be able to scroll past 8388190 pixels without seeing any artifacts.
What happens instead?
Scrolling past 8388190 pixels displays horizontal white lines that change position as you scroll. Any scrolling that occurs before 8388190 does not have the white lines.

This looks like a paint layer problem.

Reproducible. It's not a high priority, however. The fact it's only HighDPI suggests something to do with compositing the scrolling contents.

This looks like a precision problem when the renderer draws quads with huge offsets. Enne, does that make sense? If this is true, seems like it should be separate from similar precision issues in blink layout, etc. Also, we've triaged a number of issues related to how we draw our quads recently (for example, issue 626095). I think we could use a new component: Internals>Compositing>Quads.
