backspace not work

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 8350.68.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/52.0.2743.116 Safari/537.36
Platform: 8350.68.0 (Official Build) stable-channel zako

Steps to reproduce the problem:
1. open browser
2. page
3. backspace

What is the expected behavior?
go back

What went wrong?
this is accessbility issue for disabled users

Chrome version: 52.0.2743.116  Channel: stable
OS Version: 8350.68.0

Status: WontFix (was: Unconfirmed)
On Chrome OS there is a dedicated back button (F1).

On other Chrome implementations alt+left arrow will now go back.

The backspace key triggering navigation has led to major user frustration over the years.
