Scrollbar does not move to the left side in RTL languages

Issue description

(1) Enable chrome://flags/#overlay-scrollbars
(2) Turn language to RTL (Hebrew)
(3) Scrollbar does not move to the left side in RTL languages but should

In issue 249860 the old discussion seemed to come down to treating the main frame specially, following the OS language direction rather than the content. Is that the right choice for ChromeOS? Is there an internationalization team for ChromeOS that might have some input here? I mentioned in issue 249860, it's inconsistent to have this exception for the main frame.
