(1) Enable chrome://flags/#overlay-scrollbars
(2) Go to nytimes.com and click and drag scrollbar down
(3) Move cursor ~100px in the X direction away from the scrollbar while continuing to drag
(4) Scrollbar jumps back up to the place where you began to scroll from and but should continue dragging
