Window sizes aren't adjusted back when coming back from Hi-DPI Remote Desktop session

Issue description

Version 54.0.2823.1 canary SyzyASan
OS: Win10

What steps will reproduce the problem?
(1) Have Chrome running
(2) Login to Win10 desktop over RDP (from Win10 laptop)
(3) Chrome layout originally appears tiny, then flashes and becomes normal size again.
(4) Logout of RDP session
(5) Login to desktop directly

What is the expected output?
Chrome looks the same as it did last time I was on desktop.

What do you see instead?
Chrome layout is huge, then flashes to be normal again, but the window size itself remains much bigger than it originally was.

I've never seen this before (though I think this is first time I doing Win10->Win10 RDP).

I guess we can't do without the flashing? (takes to the realize we're back and resize)

But the window sizes (and positions -- always restored to screen #1) not recovering is reallly annoying.

The flashing is likely the windowing system. Windows historically has not done a good job with RDP and desktop transitions.

Sure, I don't mind the flashing, what's extremely annoying though is the fact the window sizes don't adjust back
(my #1 annoyance in fact using Chrome Canary on Windows). Clearly we explicitly adjust to HiDPI one way (windows sizes and content size) but don't fully adjust back (content adjusts but not window sizes).

This is still an issue, and I don't think it's limited to RDP. I regularly switch between using the built-in HiDPI display on my notebook and an external display. I see the same thing from time to time (but not always).

Eventually, yes. I'm really busy, is the problem. I'm hoping to train someone to pick up the remaining HiDPI work.

***Mass UI Triage***

Getting error when trying to do the set up. As we don't have RDP set up to confirm this whether this is still an issue hence adding labels accordingly.
