Windows 10 blocks chrome from using hardware acceleration, youtube gives me the error dikbnT2sTi9nldzf

Example URL:
in general from time to time but the youtube one is https://www.youtube.com/watch?v=PEp3ytB82gk

Steps to reproduce the problem:
1. Install Windows 10 anniversary update.
2. Wait for Windows to stop chrome from using hardware acceleration. 
3. watch chrome crashing for no reason .

What is the expected behavior?
Chrome to flash black and then crash your windows for 2/3 minutes and windows notification to spam without stopping Application chrome.exe has been block from using hardware acceleration 

What went wrong?
Windows 10 

Did this work before? N/A 

Is it a problem with Flash or HTML5? HTML5

Does this work in other browsers? N/A 

Chrome version: 52.0.2743.116  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 22.0 r0

Never had this problem... Neither on Chrome Stable nor on Chrome Dev.
Try reinstalling Chrome?
(Windows 10 Aniversary Update, GTX 970, Core i7 3770K)

Could you please provide the crash ID from chrome://crashes for further investigation.
