Can't fling main frame scrollbars while dragging thumb

Issue description

Version: 53.0.2785.46
OS: Windows

What steps will reproduce the problem?
(1) Enable chrome://flags/#overlay-scrollbars
(2) Visit bokan.ca/iframe.html
(3) Touch drag the scroll thumb of the main frame
(4) Fling it by releasing the thumb while moving

What is the expected output?
The scroll should have some momentum, continuing to scroll after the finger is lifted and gradually coming to a stop.

What do you see instead?
The scroll stops immediately.

Flinging the thumb works on scrollbars in the iframe and scrolling divs. This reproduces on both ChromeOS and Windows so I assume it's not platform specific.

This isn't a huge concern. It'd be nice to fix but no need to block the overlay scrollbar launch (nor is it limited to overlays).
