Overlay scrollbars look different between main frame and other scrollers

Issue description

Version: 54.0.2824.0
OS: Linux

What steps will reproduce the problem?
(1) Enable chrome://flags/#overlay-scrollbars
(2) go to bokan.ca/iframe.html

What is the expected output?
The scrollbars should look the same

What do you see instead?
The scrollbars for nested scrollers and iframes are a darker color and are always in the "activated/mouse nearby" state.

It looks like this used to be a problem across platforms and was mostly fixed in 299059. Linux is still busted though.

This is really a consequence of the fact that the non-main frame scrollbars aren't hooked up to the animation controller, which controls opacity, so they never get the appropriate opacity.
