The error code means "Forbidden", which results from a 403. This code should've resulted in a non-resumable download, which means that the intermediate file should've been removed. A 403 with a partial file could be the result of the following sequence of operations: * The download starts successfully. * Fails partway due to a transient failure. * Resumption results in a 403.

Could you give us a net internals log as described here (https://sites.google.com/a/chromium.org/dev/for-testers/providing-network-details)? Thanks!

Interesting. I'll close this since we haven't seen any other reports and the only reporter can no longer repro.
