Custom tooltips on chrome not rendering correctly

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2704.103 Safari/537.36

Example URL:

Steps to reproduce the problem:
1. Visit a blogging website, i.e. Tumblr or Wordpress e.g. (http://arthurianpoetrynet.tumblr.com/)

2. Hover over a link, (try the "June 10th") at the bottom

3. Custom tooltip styling is off, black rectangle around smaller white rectangle

What is the expected behavior?
A tooltip taken from the [title] element of a link, styled so that the text is legible, whereas no text appears currently

What went wrong?
No text appears, tooltip is styled weirdly. From what I've seen it looks like the the default CSS for that particular type of tooltip (s-m-t) is loading, as well as the customised version, one on top of the other, but there's no real way I can be sure

Does it occur on multiple sites: Yes

Is it a problem with a plugin? N/A 

Did this work before? Yes Around half a year ago

Does this work in other browsers? N/A

Works fine for me on Windows-7/10 on chrome version: 52.0.2743.116. Attached is the screenshot of the same.

eliel.ec07@: Could you please check the same on the latest chrome version and confirm if the issue is still seen. Check the same in incognito as well and update your observations.

Still having the same issue when browsing normally, but is resolved when I test it in incognito mode, so I'm assuming it's a plugin issue?
Or, an extension, I should say.

Can you try disabling each extension you have installed and seeing if it reproduces with specific ones?

Sorry for the delay, I diabled/enabled some extensions, and for some unfathomable reason the problem seems to be "GIF Cat - Animated GIF Capture Tool" (re: https://chrome.google.com/webstore/detail/gif-cat-animated-gif-capt/pdgpcobaomccdgnjjgbcacofhfnkdhbd?utm_source=chrome-app-launcher-info-dialog ); when disabled, everything seems to work fine.
