Devtools debugger missing scrollbars again

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2824.0 Safari/537.36

Steps to reproduce the problem:
1. Open devtools
2. Ensure debugger right sidepanel is open
3. Expand some of the debugger accordion panels so that overflows the window length. Notice no scrolls present

What is the expected behavior?
Scrollbars should be present once the debugger window length is exceeded.

What went wrong?
Scrollbars did not display once the debugger window length was exceed.

OS Version: 10.0
