Regression: Unwanted scroll bar seen on chrome://tracing page after recording traces in Web Developer.

Version: 53.0.2785.57 beta
OS: Ubuntu 14.04,Windows

What steps will reproduce the problem?
(1)Launch Chrome and go to chrome://tracing page.
(2)Click on Record button and select Web Developer and start recording the traces.
(3)Stop it and click on File Size stats on the right side of the screen.
(4)Drag the frame from bottom to top and observe. (refer attached screen casts).

Expected: Unwanted scroll bar shouldn't be seen.
Actual: Instead, Unwanted scroll bar is seen.

This is Regression issue broken in M-53.

Manual good and Bad Builds:

Mac canary(54.0.2825.0) and stable(52.0.2743.116) doesn't show any scroll bar on scrolling.

However, able to reproduce this on Windows-7, latest canary: 54.0.2825.0 as well.
