Issue descriptionChrome Version: 54.0.2825.0 Revision 3d58aef05951368778eda5aa835969a8f04bf285-refs/heads/master@{#410913} OS: Windows(7,8,10),Mac(10.10.5, 10.11.4) What steps will reproduce the problem? (1) Launch chrome, click on avatar icon and then click on profile icon. (2) Type long name to profile then again click on avatar icon and hover mouse on profile, observe. Actual: Tooltip for long profile name is not seen. Expected: Tooltip should be seen for long profile name. This issue was indeed caused by my change, although the pre-condition is to enable material design user menu flag from chrome://flags, thus this issue is not releaseblock-stable. Will address this soon, thanks.

Checked with bettes@ on UI design, and for material design user menu, having no tooltip on any platform is actually the desired behavior. I will work on removing the tooltips for the user menu option buttons.

I have landed a CL to remove all tooltips in the material design user menu. https://chromium.googlesource.com/chromium/src/+/763815b9496d4c7bea3354e05e3d5c0969d70ba0 Please note that the expected behavior is that when the material design user menu flag is turned on, no tooltips should show up for long avatar names anywhere in the menu. When the flag is off (default), a tooltip should show up for long avatar names.

Tested the same on mac, win10 and Linux 14.04 chrome version 54.0.2836.0 with material design user menu flag turned on observed no tooltips but with flag off(default), tool tip is displayed as expected. Hence adding TE verified labels
