Feature: allow spoofing timezone and time

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Ubuntu Chromium/51.0.2704.79 Chrome/51.0.2704.79 Safari/537.36

Steps to reproduce the problem:
For debugging timezone specific code it would be awesome if there were an option in the dev tools to spoof timezone settings for a tab / session.

What is the expected behavior?

What went wrong?
Currently it seems like you have to specify the TZ as an env variable, which is not trivial to do (for example simply starting chromium with TZ="Japan" doesn't do anything).
