What steps will reproduce the problem?
(1)Launch chrome and navigate to "chrome://downloads/"
(2)Open Dev tools,click on 'More actions' icon and click on "Toggle device".(Kindly refer the video)
(3)Observe.

Actual:"Open downloads folder" button closes after clicking "Toggle device".

Expected:"Open downloads folder" button should stay after clicking "Toggle device".

This is a Regression issue broken in M-53,below is the Narrow bisect info:
