[Win 10]Regression: Weird black patch appears after clicking on avatar icon.

Issue descriptionChrome Version: 54.0.2825.0 (Official Build) 3d58aef05951368778eda5aa835969a8f04bf285-refs/heads/master@{#410913} (32/64-bit) OS:Windows 10 What steps will reproduce the problem? (1)Freshly launch chrome browser open 2-3 webpages and remove/delete the current user (2)After loading the NTP click on avatar icon and observe. Actual: Weird black appears after clicking on avatar icon. Expected: Black patch should not be seen after clicking on avatar icon. This is a regression issue broken in 'M54' and will soon update other info.

This doesn't look like any of my changes are involved at all. It looks like the only change I made during the bisect interval was to the trace viewer UI, and this bug has nothing to do with the trace viewer UI.

Unable to reproduce the issue on Windows-10 using chrome latest canary M54-54.0.2831.0 Observed no black screen while clicking on avatar icon. vkupte@ - Could you please confirm are you still facing this issue on chrome latest canary M54?
