Regression: Close and minimise buttons are seen weird in Report an issue overlay.

OS: Mac (10.10.5, 10.11.5)

What steps will reproduce the problem?
(1) Launch chrome, go to chrome://help, click on Report an issue button and observe.

Close and minimise buttons are seen weird in Report an issue overlay.

Close and minimise buttons should be seen proper in Report an issue overlay.

This is a Regression issue broken in M-54, will soon update other info
