Issue descriptionWhat steps will reproduce the problem? (1) have multiple languages capable of displaying Chrome UI (2) tap the 3-dot menu on a language that isn't the preferred UI language the language automatically becomes selected, and on restart Chrome will be display in that language. noticed on Windows, but will check on CrOS too. Version: 54.0.2824.0

Verified on ChromeOS 8872.18.0, 55.0.2883.20 Tapping the 3 dot menu does not select the language automatically. |
