Bubble fails to reposition correctly on browser resize.

Issue description

Version: 54.0.2823.0
OS: Mac

What steps will reproduce the problem?
(1) Go to chrome://extensions and load an unpacked extension and enable it.
(2) Check Developer mode checkbox. 
(3) Restart using chrome://restart.
(4) "Disable Developer Mode Extensions" bubble should popup.
(5) Resize the browser by dragging the mouse.

What is the expected output?
The bubble should remain anchored to the correct position.

What do you see instead?
The bubble does not anchor to the correct position on resize. See screenshot.

This is also a bug on Stable. Most probably the parentWindowDidResize: method on BaseBubbleController is buggy.

Another similar bug - Go to https://chrome.google.com/webstore/detail/google-keep-chrome-extens/lpcaedmchfhocbbapmcbpinfpgnhiddi/related?hl=en. Install the extension. Before the extension install bubble shows up, start resizing the browser window. Again the bubble will display at an incorrect position.

Sounds like this is a problem more with BaseBubbleController than extension UI specifically.  tapted@, is there someone on the mac team that can look into this?
