Clean up nested steps |

Issue descriptionFrom what I understand, nested steps have a couple issues right now we should clean up. Errors in child steps don't bubble up to the root step, and step timing (in buildbot at least) doesn't work correctly. I believe logdog would help solve a lot of these problems.

LogDog doesn't really solve any of these problems. The Milo/Annotation protobuf is just a visual cue that represents the same view that is currently being conveyed via annotations. It defers completely to the recipe engine for the actual success/failure status of a step.

We still need to do this, but martiniss is not working on it currently. We should take a look at all this recipe UI stuff once we're not having to deal with buildbot's annotations any more (i.e. milo-only build views).
