CQ landing patches despite android_n5x_swarming_rel failures

In the past week I've seen two instances of the CQ landing patches despite all try runs of android_n5x_swarming_rel being red.  The first case was a 100% failure rate, the second one was a 75% flakiness.  Both led to sheriffs reverting the patches.

android_n5x_swarming_rel is experimental at the moment. Handing to stip, but I think this is wontfix as far as CQ is concerned.
