Not able to sign in to Chrome for one specific account after sync reset

Issue description

ENVIRONMENT and STATS
Chrome version: 54.0.2824.0
OS: Windows/Mac

REPRO STEPS
1. Sign in to Chrome on multiple devices using the same account
2. Change the Encryption to "Encrypt all...."
3. Update passphrase on all the syncing devices
4. Go to https://www.google.com/settings/chrome/sync and reset sync
4. Try to sign in to Chrome.

ACTUAL RESULTS
After entering the credentials and clicking "OK,GOT IT" in the confirmation dialog nothing happens.

EXPECTED RESULTS
User is signed in to the account.

ADDITIONAL INFO
This is not reproduced with other test accounts. This did not happened in earlier Chrome builds.

So the dialog just stays and can't be dismissed? Can we get a screenshot of chrome://sync-internals?

Unable to reproduce the issue on Windows-10 using chrome latest canary M54-54.0.2825.0 by following steps mentioned in the original comment. Observed no issues while signing in to chrome.

This is no more reproduced using the test account crsync4@gmail.com test account. Closing the bug. 

max, the sync internals page was in Uninitialized state when I filed this bug. Looks like a server side bug specific to this account. I will re-open and provide more details if I encounter this bug again.
