[devtools request]: Make the styles pane UI configurable

Steps to reproduce the problem:
1. Open Styles pane
2. Drag the box model to the top

What is the expected behavior?
Box model is displayed above CSS rules.

What went wrong?
Not implemented.

Did this work before? No 

Chrome version: 54.0.2816.0  Channel: canary
OS Version: 
Flash Version: Shockwave Flash 23.0 r0
