Extra padding needed on FRE confirmation screen

Actual: 

The height of the white background on FRE stays fixed between account selection and confirmation. The continuation in height was thought to help reduce any jarring pixel shifting. 

However, the confirmation screen looks awfully cramped now with the addition of the avatar, title, and sub-header. 

Expected: 

Add 24px to the height of the white background, aligning the baselines of both Titles ("Sign into.." and "Hi, user") and pushing the body copy further down the screen. This should also be true for small screens.

Do we only want to make this change on iOS? Or also on Android?

I actually kind of like the fact that the rule-line stays consistent throughout the two screens... :(

This is actually not so much an issue on larger devices so I think this bug isn't necessary. Thanks anyways
