It appears that this is not consistent. I believe what is happening is that on second load when the first paint happens if it does not have the dom node in the tree it will not jump to it. I tested with bbc news and the logo would sometimes do it and sometimes not. This leads me to believe that it is based on the painting.

Experiencing the same issue - I also feel like it's a repainting bug.
Interestingly the inspector could keep focus on child-elements as soon as I removed all additional requests for scripts and styles.
