Steps to reproduce the problem:
1. Login to a SharePoint Online site
2. Click on any Office file. For example xlsx format
3. File opens in web app rather than in Excel App

What is the expected behavior?
I've set in the Library settings that the default behavior is to open in client but still it opens in web app

What went wrong?
when i click the title it opens in web app. when i click the option to open in Excel it opens in Excel.
