[Site Settings Details] Stop running site

Issue description

The mocks show a dialog where you can stop a certain site from consuming resources on your system.

I don't think so. These are from the old mocks - new mocks didn't show the ability to do this, so I'm not sure of the current plans.

bettes@, do you know who designed the old mocks and/or if there are still plans to "Stop" a site? This used to be next to a "Battery" information row under the "Usage" section of Site Details

I think the behavior of such a feature would need to be scoped out and defined and then implemented and I'm not sure the value warrants the work involved. I'm closing as WontFix but if someone wants to pursue this, feel free to re-open.
