Fullscreen isn't actually fullscreen

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/52.0.2743.116 Safari/537.36

Steps to reproduce the problem:
1. Go anywhere on chrome
2. press f11
3. also works with youtube videos going fullscreen

What is the expected behavior?
chrome or the youtube video fills up my whole monitor

What went wrong?
the youtube video, or chrome, shows part of my background, and it just takes away the point of going fullscreen since I miss that part of my browser since it's showing my background. if you look in the top and the left part of the screenshot, you can see my background.

Did this work before? Yes before version 50.x.xxxx.xxx (Don't know which version exactly, but I think I didn't have any problems before vesion 50)

Chrome version: 52.0.2743.116  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 22.0 r0

my chrome used to work well quite some time ago, first it was only the bottom row of pixels, now it's more of my desktop showing, only happens on my middle and right monitor

@jasont20015: Could you please re-test the same on a clean profile [chrome://settings -> Add Person -> Do not Login to Chrome] and let us know your observations.

Seems like the clean profile worked, and after debugging a little bit I saw my theme was doing it and it looks like other themes are doing the exact same thing (tested like 5 different themes), I attached a screen recording showing this issue... I don't know if there's any way I could get a theme without it bugging out. If there's a solution for that I'd really like to know.

Maybe the following could help reproducing this issue, I have windows 7 ultimate 64 bit running on a custom made computer. I have 3 1920x1080 monitors, 2 connected with hdmi and 1 connected with VGA. I have an MSI Nvidea GTX 980 gfx card, a i7-4790K cpu @ 4.00GHz and 16gb ram. My monitor setup is in the middle my main monitor, on the right my 2nd monitor and on the left my 3rd monitor, the taskbar is on my 3rd monitor. screenshot of most of the information is attached.

This happens when you have a video on a secondary monitor and are in use of a theme, resetting to default theme fixes the problem.

Its the same issue as https://bugs.chromium.org/p/chromium/issues/detail?id=635370&q=fullscreen%20theme&colspec=ID%20Pri%20M%20Stars%20ReleaseBlock%20Component%20Status%20Owner%20Summary%20OS%20Modified

Had this problem the past few days and noticed what was wrong.

Like I said in a comment 4, I said my theme was causing the problem. I am not using a theme anymore and I have 0 problems. I don't know if there is anyway you could fix the whole theme causing problems thing, but if you can I'd be glad to hear it, since I really like using chrome themes.

We are not able to repro this issue on a Dual Monitor with/without theme installed.

The conditions so far require

-Windows 10
-Chrome window on a non primary monitor
-chrome window snapped to fullscreen/maximized(not F11)
      If you don't have the window maximized you can actually go fullscreen without and issue
-Themed Chrome

Experienced the same. I was using a dark theme (not sure which) and had that problem aon monitors 2 and 3 (not primary). Resetting the theme cleared the issue, and installing "Morpheon Dark" seems to work currently.
