Regression: [MD Settings] Weird focus ring is observed on 'On startup' section.

Chrome Version: 54.0.2824.0 (Official Build) facabd3224aecbcab4bea9daadad31c67488d78c-refs/heads/master@{#410520} 32/64-bit.
OS: Windows (7,8,8.1,10), Mac(10.10.5, 10.11.4), Linux (14.04 LTS).

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://md-settings page.
2. Press the 'Tab' key till focus reaches to 'Open the New Tab page' option under 'On startup' section and observe.

Unnecessary weird focus ring is displaying on 'Open the New Tab page' option.
Focus ring should not display on 'Open the New Tab page' option.

This is a regression issue, broken in M-54 series, will soon update other info.

I'm no longer working on Chrome, and unlikely to fix any bug I'm currently assigned.

So this bug doesn't languish, I'm unassigning myself.
