What steps will reproduce the problem?
1) Launch chrome , navigate to NTP and open devtools
2) Now under 'Elements' section go to 'Styles' and hover the mouse below 'newtab?espv=2&ie=UTF-8' url so that more option button is seen.
3) Now observe the more option button(Style rule button '+').
 
Actual : More option button(Style rule button '+') overlaps the 'newtab?espv=2&ie=UTF-8' url
Expected : More option button(Style rule button '+') should not overlap the 'newtab?espv=2&ie=UTF-8' url

This is a regression issue broken in 'M-48' and below is the manual regression and Narrow bisect info:
