Automatic HDMI display negotiation never successful but manual works

Issue descriptionChrome Version : 53.0.2785.47 OS Version: 8530.43.0 URLs (if applicable) : What steps will reproduce the problem? 1. Attach HDMI external display 2. Open lid 3. The external display wakes up 4. The Chromebook begins automatically negotiating with the display to mirror/extend What is the expected result? The display is mirrored/extended What happens instead of that? The display negotiation never completes successfully Please provide any additional information below. Attach a screenshot if possible. Using Ctrl+[Fullscreen] is eventually successful but can take up to 20-ish attempts. It appears to try harder each 5th attempt or so (with a longer black screen pause while it is trying) and that is the type of attempt that is likely to work.
