Default grey highlight is not seen on paper menu after tap/touch on 'Open all' on chrome://history/syncedTabs.

Issue description

Chrome Version: 54.0.2824.0 Revision facabd3224aecbcab4bea9daadad31c67488d78c-refs/heads/master@{#410520}(32/64 bit) 
OS: Windows 10 (Touch device)

What steps will reproduce the problem?
(1) Launch chrome, navigate to chrome://history/syncedTabs and 'Sign into Chrome' with valid credentials(which have synced history),
(2) Tap/touch on iron icon and select 'Open all', close the new window, again tap/touch on iron icon and observe.

Actual: Default grey highlight is not seen on paper menu after tap/touch on 'Open all'.

Expected: Default grey highlight should be seen on paper menu after tap/touch on 'Open all'.

This is a non-regression issue seen from M-54, as this is new feature introduced in 54.0.2824.0.

Note: This is touch device specific issue, same works fine via mouse click.

I am unable to reproduce on either a touchscreen Chromebook or touchscreen Windows 10 device.

I am marking as WontFix. Please comment or reopen if you are still able to reproduce.
