Chrome OS keyboard highlight feature: highlight remains even after navigating to other tab

What steps will reproduce the problem?
(1) Sign in to user >> Got to Accessibility section in settings and check "Highlight the object with keyboard focus when it changes" checkbox.
(2) Type something in omnibox so that highlight ring appears >> Now using mouse click on New tab and observe focus ring.

Expected: Highlight ring should not be seen on next page unless you use keyboard option there.
Actual:Instead even without using keyboard highlight ring of previous tab is seen in next tab.

This is a Non-regression issue as this feature is not present in M52 and is seen in M53[53.0.2785.47/8530.43.0 beta channel daisy]

Issue is not applicable to linux and windows.

NOTE: Highlight ring of one page should not be seen on navigating/switching to other tab.

Something similar was happening with Select-to-Speak so I bet this is still an issue.
