Chinese input method can not be used

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.3; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2823.0 Safari/537.36

Steps to reproduce the problem:
1. Chinese input method can not be used
2. 
3. 

What is the expected behavior?

What went wrong?
Chinese input method can not be used . please see screenshot ,the green circle ,it is gray that Express not available ,so in this is Edition be Chinese input method can not be used and Last version too.

Did this work before? N/A 

Chrome version: 54.0.2823.0  Channel: canary
OS Version: 6.3
Flash Version: Shockwave Flash 22.0 r0

Unable to repro this issue on Windows 10 for Google Chrome Canary Version - 54.0.2824.0

Screen-recording is attached.

@666lyl: Could you please remove the Chinese Key Board from the IME and set it up again and let us know your observations.

Also, please have a look at the attached screen-recording and let us know if the correct procedure is followed to reproduce this issue.

54.0.2824.0 canary (64-bit)is ok ,look at this pictur on the blue circle ,the Chinese Key Board is blcke and not gray ,that is Usable ,thanks.
