Regression : Text goes out of the seperator line in devtools.

Issue description

Version: 54.0.2824.0 facabd3224aecbcab4bea9daadad31c67488d78c-refs/heads/master@{#410520} (64-bit)
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.10.5, 10.11.4)

What steps will reproduce the problem?
1) Launch chrome , navigate to NTP and open devtools
2) Now go to 'Sources' section and click on 'Collapse' Threads option to close drop down list besides 'Scope' window.
3) Now drag the 'Scope' window to LHS and observe the Ghost text 'Not Paused'
 
Actual : Ghost text 'Not Paused' goes out of the separator line after resizing it to LHS
Expected : Ghost text 'Not Paused' should not go out of the separator line after resizing it to LHS

This is a regression issue broken in 'M-54' and below is the manual regression and Narrow bisect info:
Good build : 54.0.2821.0
Bad build : 54.0.2822.0

I am able to reproduce the issue on the reported version: 54.0.2824.0 on Windows-10 but this seems to be working fine on the latest canary(54.0.2836.0).

Removing the blocker label as the issue no longer repros and keeping the issue open till we get confirmation from the reporter.

mnikam@: Could you please check this on the latest canary and confirm if the issue is still seen.
