Tooltip for iron icon is not seen on chrome://history/syncedTabs

Issue descriptionChrome Version:54.0.2824.0 (Official Build)facabd3224aecbcab4bea9daadad31c67488d78c-refs/heads/master@{#410520} OS: Windows (7,8,10) Pre-condition: Sign-in to browser which have synced history. What steps will reproduce the problem? 1. Launch chrome and navigate to chrome://history/syncedTabs 2. Hover on iron icon of any card tittle and observe. Actual: Tooltip for iron icon is not seen ('Actions'). Expected: Tooltip for iron icon should be seen. This is non-regression issue,this is new feature introduce in 54.0.2824.0 @tsergeant: Please take a look.
